我的理解是 them指代Brookville's home owners,就是这段的第一句里提到。
does是因为fact是单三，不可数，一般在GRE argu里面都是一般现在时吧，所以用does。
查这个问题我才发现，还真没见过不倒装的时候！
不倒装的结构大约是The mere fact that several well-known……doesn't support to the applicant’s claim neither.
也不知道为什么要换成neither，但是nor确实没单独的用法。
